One of the qualifications to be a voter is ‘a person of sound mind’ (FC, Art.119(3)). But it is tricky to determine if a person is of sound mind or not. If the person is certified by MOH as unsound, then they should not be in the electoral roll in the first place. But if the EC includes them in the roll, then the person must be allowed to vote.
The mother can assist the children to vote by filling up Borang 10 (Borang Akuan Identiti dan Penamaan) at the polling centre.
At the last election, I saw a family with 2 OKU children who are slow learners and the mother accompanied them to vote. Can they do that?
