Bersih’s response : One of the qualification to be a voter is a person is of sound mind (FC, Art.119(3)). But the difficulty is who is to determine if a person is sound or not. If the person is certified by MOH as unsound, then they should not be in the electoral roll in the first place. But if the EC includes them in the roll, then the person must be allowed to vote.
